出口阿尔及利亚承压设备要求
· 压力设备由DGM（矿业总局）监控，该局向工矿部长报告
· 电气或防爆设备由ARH监控，ARH即Autorité De Régulation Des Hydrocarbures（阿尔及利亚国家碳氢化合物管理局）的缩写，隶属于国家能源部的权威检验机构。
制造厂提交“初步档案”批准:通过ARH（电气设备）或DGM（加压设备）
· 批准初步档案后，制造厂必须邀请当局参加工厂试验，或授权第三方检验代理（TPlA）参加工厂试验（FAT）。
· 用工厂测试结果（FAT）填写初步档案，构成最终档案，并将其发送给阿尔及利亚当局批准。（只有在最终档案获得批准后，制造商才能将设备发送至机场）。
· 在设备组装完成后，还计划与制造商一起进行现场测试。
11. Requirements for pressure equipment exported to Algeria
>11.5 summary:
· The pressure equipment is monitored by the DGM(General Directorate of Mines) which reports to the Minister for Industry and Mines and
· the electrical or ATEX equipment is monitored by the ARH
· The manufacturer submits "preliminary dossier" for approval: by ARH (electrical equipment) or the DGM (pressurized equipment)
· After the preliminary dossier is approved, the manufacturer must invite the authorities to attach the factory tests or demand an third part inspection agent (TPLA) to attach the factory tests (fat)
· Complete the preliminary dossier with the factory test results (FAT) to constitute the final dossier and send it for approval by the authorities here in Algeria. (it is only after the approval of the final dossier that Mfr can send the equipment to the airport).
· Onsite tests are also planned with the manufacturer after the equipment has been assembled.

NOTES

根据第05-07号法律第13条的规定，ARH的职责包括：
适用于《碳氢化合物法》所涵盖活动的技术法规，
关税实施条例和第三方自由使用管道和储存基础设施的原则，
关于卫生、工业安全和环境以及重大风险预防和管理的条例，在开展碳氢化合物活动时保护地下水和相关含水层，
从化学品使用法规到地质封存和二氧化碳封存，
适用基于国际最佳实践的标准和规范，
石油产品符合性检查，
管道运输和储存基础设施施工规范，
对违反以下法律法规的行为处以罚款：
适用于《碳氢化合物法》所涵盖活动的技术法规，
关于适用关税和第三方自由使用管道和储存基础设施的规则，HSE法规。
ARH还负责：
审查管道运输特许权的申请，并向负责碳氢化合物和炼油活动的部长提出建议，并向负责碳氢化合物的部长建议授权开展此类活动，
在严重违反特许权合同规定的情况下，向负责碳氢化合物的部长建议撤销管道运输特许权，
控制APV/APG和电气设备，并对负责监管技术控制的专家办公室进行资格认证，
确保油气和石油产品运输费率均衡/补偿基金的运作，
确定并通知国内市场石油产品和天然气的销售价格，
与负责石油和天然气的部长就部门政策进行合作，并制定管理石油和天然气活动的法规。
