德国的环境标志认证制度起源于1978年，由联邦政府内政部长和各州环境保护部部长共同建立，亦称“蓝天使”标志认证。
作为世界上最古老的环境标志，已有80种产品类别的12000多产品和服务拥有了蓝天使标志，其中17%的产品来自国际市场，在国际市场具有很高的市场认知度。
德国蓝天使标志隶属于德国联邦环保局、自然保护部和核安全部，由联邦环保部门、质量和产品认证委员会（RAL）德国协会共同发起，所有受理产品和服务的技术标准均由独立的环境标志委员会来决定，其认证主要通过文件审核依据标准的检测报告和企业自我声明的形式来进行。
荣获“蓝色天使”称号的产品和服务对环境造成的破坏较小，同时通过以下方式保护人们的健康：
Blue Angel制定的标准为制造商和商业公司提供了明确的指导，当他们想要改善其产品和服务的环保性能时。消费者可以根据蓝天使做出购买决定，并有意识地选择更环保的替代品。
