船级社签发的压载水管理证书BWMC中要求注明压载水处理方式,
是D1,D2还是D4,下面是《2004年压载水管理公约》第D节中,关于压载水管理的几个标准的说明:
第D-1条,压载水交换标准
这个标准是公约生效前及生效以后,船舶安装压载水管理系统BWMS以前,应采用的压载水处理标准。本条标准的船舶压载水体积交换效率,应至少为95%,对于使用泵透(Pumping through)方法(包括溢流法Flow-through method和稀释法Dilution method)交换压载水的船舶,应三倍于每一压载水舱体积,对于少于该体积三倍的泵透法,如果船舶证明已达到了95%的体积交换,则也可被接受。
第D-2条,压载水性能标准
这个标准是压载水公约生效以后,并在安装压载水管理系统以后,应满足的标准。本条要求的船舶压载水排放,应达到小于每立方米10个最小尺寸大于或等于50微米的可生存生物,和小于每毫升10个最小尺寸小于50微米但大于或等于10微米的可生存生物;并且,作为一种人体健康标准,①产毒零乱弧菌(O1和O139),少于每100毫升1个菌落开成单位(cfu),或小于每一克(湿重)浮游动物样品1个cfu;②大肠杆菌,少于每100毫升250个cfu;③肠球菌,少于每100毫升100个cfu。
第D-3条,压载水管理系统的认可要求
使用活性物质或含有一种或多种活性物质的制剂来符合压载水公约的压载水管理系统,应由IMO制定的程序认可。也即D-2标准的认可要求。
第D-4条,原型压载水处理技术
被要求安装压载水管理系统BWMS之前,对船舶排放的压载水进行测试和评估的技术要求,以及参与测试和评估的船舶适用D-2标准的时间宽限。(这段公约原文读起来非常晦涩和吃力)。
第D-5条,IMO对标准的检查
在D-2标准生效前,国际海事组织应成立检查小组,针对船舶和船员的安全、环境的可接受性、船舶设计和作业的可行性、成本效益和清除压载水中有害水生物和病原体等的有效性等进行检查。
